The police have filed three cases over the recent violence in Khagrachari’s Sadar and Guimara upazilas that left three people dead following protests over rape of a Marma schoolgirl.

Section 144 imposed by the district administration remained in force in Khagrachari Sadar and with Guimara upazila as of 6:00pm Thursday.


Of the three cases, two were filed by the Guimara police and the other by the Khagrachari Sadar police on Wednesday.

Guimara police officer-in-charge Md Enamul Haque Chowdhury told ¶¶Òõ¾«Æ· on Thursday that one case was filed with the police station against unidentified individuals over the killing of three people during clashes that broke out in violation of Section 144.

As the families of the victims declined to file complaints, the police became the plaintiff, he said.

‘The other case was filed against 250–300 unidentified people on charges of obstructing government duties, injuring officials,  vandalism and arson,’ the police official said, adding that no one has been arrested in the cases so far.

Khagrachari Sadar police station officer-in-charge Abdul Baten Mridha told ¶¶Òõ¾«Æ· on Thursday that the case was filed against 700–800 unidentified people for violence and obstruction of government duties during the unrest.

No arrest has been made so far in the case, he added.

Following the rape, national minority people under the banner of Jumma Chhatra Janata (students and people of the hill ethnic communities) had been staging protests and enforcing blockades across Khagrachari district that escalated into clashes, forcing the authorities to impose Section 144 on September 27.

The situation worsened on September 28 when violence occurred at places, killing three Marma individuals and injuring dozens, including army and police personnel, at Ramsu Bazar in Guimara.

A medical board appointed by the government, meanwhile, found ‘no signs of rape’ as its member physicians had examined the Marma schoolgirl, who was allegedly raped in Khagrachari, according to the board’s report.

Jumma Chhatra Janata termed the report ‘fabricated’.

Although Section 144 remained in force in Khagrachhari Sadar and Guimara, vehicular and public movement became normal on Thursday with crowds seen at the weekly market, ¶¶Òõ¾«Æ· correspondent in Khagrachari reported.

Deputy commissioner ABM Iftekharul Islam Khandker said that his administration was monitoring the situation and Section 144 would be lifted if law enforcement agencies deemed the situation stable.

‘As we said earlier, Section 144 would be withdrawn once the Jumma community ends its blockade. But they did not withdraw their programme. However, we are currently monitoring everything,’ he said.

Jumma Chhatra Janata on Tuesday announced the suspension of their road blockade in the hill district until October 5.

Protests erupted on September 24 when Jumma Chhatra Janata called for justice for the Marma schoolgirl, who was allegedly raped while she was returning from private tuition in Singinala area of Khagrachari Sadar on September 23.

Her father filed a case against three unidentified people and the police have so far arrested a suspect, Shayan Shil, who was sent to jail on Wednesday after completion of six-day remand.
