At least 15 political parties, including the Bangladesh Nationalist Party, on Saturday -- in response to a call from the National Consensus Commission -- submitted lists of their representatives who would be present in the July National Charter 2025 signing ceremony.

The signing ceremony date is yet to be fixed. 


Other major parties, including the Bangladesh Jamaat-e-Islami, have not responded to the call till the deadline ending at 5:00pm on Saturday, said NCC officials.

Some party leaders, however, told ¶¶Òõ¾«Æ· on Saturday evening that they would submit their list of representatives by today.

Several of the parties that responded set conditions for their endorsement of the charter while those yet to respond, including the Jamaat, said that they would think  about signing the charter if its execution method was fixed.

After Thursday’s meeting, the commission shared the final July charter with the parties.

To finalise the charter implementation method, the consensus commission has decided to hold the adjourned meeting with 30 political parties today. 

Interim government chief adviser Professor Mohammad Yunus, also the commission chair, is expected to preside over today’s adjourned meeting at the Foreign Service Academy in Dhaka, said commission officials.   

In Thursday’s meeting, the commission presented six options as the charter executing method recommended by the parties.

The alternative options were a referendum on the July charter, or a special constitutional order by president’s executive power, or an elected constituent assembly, or the next 13th parliament, or a constitution reform council, or the Appellate Division’s observation.

Besides, the commission referred to its six-member expert panel’s alternative options -- an ordinance, or an executive order, or a referendum, or a special constitutional order for adopting the charter.

Jamaat assistant general secretary Hamidur Rahman Khan Azad said that his party would decide about their participation in the charter-signing ceremony after considering today’s meeting outcome.

‘First, the charter execution method needs to be finalised. Then we will consider our next course of action,’ Azad said.

National Citizen Party joint convener Javed Rasin said that his party convener Nahid Islam and member secretary Akhtar Hossain’s names had been sent to the consensus commission.

He said, ‘We will decide our next course of action after discussing with other political parties. To our party, mentioning a constituent assembly as the charter execution method is a crucial factor.’

Islami Andolan Bangladesh presidium member Ashraf Ali Akon said that his party would send its representatives’ list but, since the charter did not include their key demand for proportional representation in the lower house, ‘the decision on signing would be taken after discussions with like-minded parties’.

Socialist Party of Bangladesh general secretary Bazlur Rashid Firoz said that his party would submit the names of its representatives with conditions for certain amendments to the charter.

‘If our conditions are not met, we will not sign the charter,’ he said.

Gono Odhikar Parishad general secretary Rashed Khan said that his party would also send the names of its representatives along with demands for urgent amendments to the charter.

Communist Party of Bangladesh general secretary Ruhin Hossain Prince said that his party would ask for more time to send the list of its representatives.

‘We have placed some demands to the commission, including preserving the four fundamental principles. Moreover, our party has objections to the prologue and the covenant of the final charter. If the commission ignores these issues, only time will tell whether we will sign the charter or not,’ Prince said.

Till Saturday evening, leaders of the Revolutionary Workers Party of Bangladesh, Ganosamhati Andolan, Jatiya Samajtantrik Dal-JSD, Bangladesh Jatiya Samajtantrik Dal-Jasod, National People’s Party, 12-Party Alliance confirmed that they submitted their representatives’ lists to the commission.

Nagorik Oikya organising secretary Sakeeb Anwar said that as party president Mahmudur Rahman Manna was out of Dhaka the party had not yet decided on the list of representatives or whether to sign the charter.
