Bangladesh Top Software Engineer programme, also known as B-TopSE, was launched on Sunday at a seminar hosted by JICA, in collaboration with Bangladesh Computer Council and the Bangladesh Association of Software and Information Services, said a press release.

The B-TopSE Seminar was held at BCC auditorium, ICT Tower, Agargaon in the capital under ‘Project for ICT Engineers Development for the Promotion of the ICT Industry and New Innovations (JICA-BCC-BASIS TCP)’ to build stronger collaboration between Bangladesh and Japan in developing advanced ICT professionals.


The B-TopSE programme is modelled after Japan’s TopSE (Top Software Engineer) programme developed by National Institute of Informatics.

It aims to foster highly skilled software engineers who can serve as ‘Super Architects’ capable of leading large-scale, complex software projects. The initiative focuses on developing practical, industry-oriented software engineering skills that can contribute to innovation and competitiveness in Bangladesh’s ICT industry.

At the event, ShojI Akihiro, JICA expert and chief adviser of JICA-BCC-BASIS TCP, introduced the B-TopSE programme.

The seminar was organised to mark visit of Honiden Shinichi, NII professor and founder of Japanese TopSE; Tei Kenji, associate professor, Institute of Science, Tokyo, Japan; and Doi Takuo, specially-appointed associate professor, NII, Japan.

They delivered keynote speeches and shared their perspectives on the future of software engineering education and expectations for the programme’s long-term outcomes.

ICT Division secretary Shish Haider Chowdhury was present as chief guest.

The event also featured speeches by special guests, including Ichiguchi Tomohide, chief representative of JICA Bangladesh Office; and Takahashi Naoki, minister, deputy chief of mission — Embassy of Japan.

The seminar concluded with closing remarks by Md Golam Sarwar, director of BD-ITEC, BCC and project director of JICA-BCC-BASIS TCP.
