The Institute of Cost and Management Accountants of Bangladesh on Saturday organised ‘Post-Budget Discussion on the National Budget 2025–26’ at its premises in the capital, said a press release.

Internal Resources Division secretary Md Abdur Rahman Khan attended the program as chief guest.


Md Abdur Rahman Khan, also chairman of the National Board of Revenue, in his address, outlined key objectives of the national budget, tax policy, revenue mobilisation and strategies for economic growth and commended ICMAB’s professional contributions toward effective budget implementation.

Highlighting fiscal challenges, he stated, ‘The burden of national debt has increased significantly, which is undermining the country’s sustainable development. To adequately fulfil the state’s responsibilities in education, health and the welfare of underprivileged communities, it is essential to increase revenue income.’

He noted that while the revenue collection target was set at 13 per cent of GDP, actual collection stands at only 8 per cent, leaving a 5-per cent shortfall that was being met through borrowing.

Servicing this debt, he cautioned, poses serious long-term risks to financial stability.

NBR member (tax policy) AM Badiul Alam and member (VAT policy) Md Azizur Rahman were present as special guests.

The session was presided over by ICMAB president Mahtab Uddin Ahmed, who emphasised the importance of closer professional collaboration between the NBR and ICMAB in ensuring successful budget execution.

At the outset, Mohammed Salim, chairman of seminar and conference committee and past president of ICMAB, delivered the welcome address.

Technical presentations were delivered by Saifur Enayet & Associates principal and CEO Md Saifur Rahman FCMA and NBR first secretary (vat supervision and taxpayer services) Md Mashiur Rahaman.

The programme concluded with a vote of thanks by ICMAB secretary Hasnain Thoufiq Ahmed.
