National Citizen Party member secretary Akhter Hossen on Saturday said that if the legal basis, draft order, and contents of the July National Charter’s implementation road map were not presented before the nation, the charter would remain nothing more than a paper.

He made the remark while speaking to journalists after a meeting with the National Consensus Commission at the Jatiya Sangsad Bhaban.


Akhter said, ‘We have clearly told the commission that the order for implementing the July Charter must be made public. Otherwise, we will not consider it for signing.’

NCP refrained from signing the Charter on October 17 when 24 parties, the consensus commission and chief adviser Professor Muhammad Yunus signed the document.

Although appreciating the commission for drafting the July Charter Implementation (Reforms of Constitution) Order, Akhter said that the document must be made public before issuance.

‘We do not see the charter merely as a political document. It represents the sovereign will of the people. The chief adviser should issue the order,’ Akhter said.

He further said that his party had recommended that the Jatiya Sangsad should pass the proposed reforms outlined in the charter and declare it the ‘2026 Reformed Constitution’.

He demanded that the implementation of the July Charter must not be designed to serve any particular party’s interests.

Explaining why the NCP did not sign the charter, he said that his party believed that signing the July Charter was merely a formality. ‘Without implementation, the endorsement has no meaning.’

Regarding the political alliance issue, he said, ‘So far, we have not started any formal discussions with any party about forming an electoral alliance. However, if national interest demands it, we remain open to that possibility.’

Other NCP leaders Sarwar Tusher, Javed Rasin, Khaled Saifullah and Jahirul Islam Musa were also present.
