The authorities of Dhaka University’s Shahid Sergeant Zahurul Huq Hall banned smoking on the hall premises on Monday.
According to a notice of the hall’s provost office, they also said that if any student caught consuming or possessing Yaba, hemp, heroin or any other narcotic substances, he would be expelled from the hall after summoning his guardians.
The notice also said that anyone found smoking publicly on the hall premises, he will be fined between Tk 50 and Tk 300 in accordance with existing laws.
The notice also urged all residents to strictly comply with these rules although no space was designated for smokers.
Questioning the legal basis of such directives, Md Faruk Shah, provost of the hall, told ¶¶Òõ¾«Æ· that although the notice mentioned a ban on smoking, it actually meant restricted. ‘Students may smoke in their rooms.’
‘We issued the notice mainly to raise social awareness in response to complaints from non-smokers,’ he mentioned. He added, ‘We do not think that we have to impose fine on anyone. Cigarettes cannot really be prohibited just by making a rule.’
Revolutionary Students’ Unity general secretary Jabir Ahmed Jubel, however, in a Facebook post raised the question of whether a residential hall could be defined as a public place under that law.
On June 27, Sir AF Rahman Hall administration announced a banned on smoking publicly within the hall areas.
