The Anti-Corruption Commission will file two separate cases against Kazi Anis Ahmed, chief executive officer and director of Gemcon Group, and its director Kazi Inam Ahmed on charges of amassing illegal wealth worth Tk 113 crore, officials of the anti-graft agency said.

The commission at a meeting on Monday approved the filing of the cases, said ACC director general (prevention) Akhtar Hossain at a press briefing at the commission’s headquarters in the capital Dhaka.


The commission at the meeting also decided to launch an inquiry into allegations of irregularities in the recruitment and tender process for outsourcing employees at the Rampal thermal power plant in Bagerhat.

The ACC will sue Kazi Anis on charges of amassing illegal assets worth Tk 80.35 crore and conducting suspicious transactions worth Tk 79.14 crore in his 20 bank accounts.

According to ACC findings, Kazi Anis amassed total assets worth Tk 104 crore but the commission found his legitimate sources of income against assets worth Tk 23.84 crore.

The commission also approved another case against Gemcon group director Kazi Inam, also brother of Kazi Anis, on charges of amassing illegal assets worth Tk 32.66 crore.

According to ACC findings, Kazi Inam amassed total assets worth Tk 62.13 crore but the commission found his legal sources of income against Tk 29.51 crore.

Kazi Inam also made ‘suspicious’ transactions of Tk 74.78 crore in his 14 bank accounts, according to the ACC.

The anti-graft body will also probe alleged embezzlement of funds through illegal sale of the Rampal thermal power plant’s assets.

The commission will first scrutinise the entire contract signed during the construction phase in order to verify the allegations, said the ACC officials.

According to the officials, lawyer Salekuzzaman Sagar filed a writ petition with the High Court in June, alleging discrimination in pay and irregularities at the Rampal power plant.

The petition stated that while a Bangladeshi engineer was paid Tk 1 lakh, an Indian engineer in the same position received Tk 2.5 lakh.

It also alleged a dominance of Indian nationals in senior positions and the provision of extra benefits to people of a particular religion.

After the hearing, the court issued a rule against the Ministry of Power, Energy and Mineral Resources and other relevant parties.

Later, the ACC’s Bagerhat office carried out a drive, which initially confirmed some of the allegations, said the commission officials.
