The Milestone School and College in the capital’s Uttara area is situated within the Hazrat Shahjalal International Airport’s approach area (runway take-off and landing), said urban planners on Friday.
This educational institution as well as all other service-oriented institutions in the area should be relocated elsewhere to prevent reoccurrence of accidents like plane crash, they said.
Experts of the Bangladesh Institute of Planners, a national professional organisation of the planners, said these at a press conference held at the Planners Tower in the capital, said a press release issued by the organisation.
They also blamed lack of coordination between the Civil Aviation Authority of Bangladesh and the Rajdhani Unnayan Kartripakkha for the unsafe location of the Milestone School and College.
At the press conference, the organisation revealed an immediate investigative report titled ‘Aircraft Crash in the Milestone School: State’s Responsibilities and Actions to control Public Safety and Development’.
At least 33 people, including 25 students, and many were injured after a Bangladesh Air Force jet crashed into a building of Milestone School and College in the capital’s Uttara area on July 21.
Replying to a question, BIP president professor Adil Mohammed Khan said that the Milestone School and College was directly located within the airport’s approach area which was an indicator of the lack of coordination between the CAAB and the Rajuk.
From the approach areas of the airport, all kinds of public gathering related institutions – not only the educational institutions but also the hospitals, mosques, eidgahs – should be relocated gradually, he said.
Professor Adil warned that if these are not relocated, risks of accident would remain high.
Milestone’s affected building had only one entry/exit way and the balcony was surrounded by grills which disrupted the rescue operation and became reason of the children’s death, he added.
While presenting the report, BIP joint general secretary Tamjidul Islam said that the Milestone School and College was situated in the airport’s approach area which obstructed the airport’s effectiveness, safety and public safety.
He also said that in global practice, establishing infrastructures like schools, community centres, hospitals and commercial buildings - is discouraged in the airport’s approach areas.
BIP vice-president Syed Shahriar Amin said that all irregularities related to the recent accident must be checked.
