
The interim government has decided to swiftly implement eight measures, based on the Public Administration Reform Commission鈥檚 recommendations, including reforming the Bangladesh Bureau of Statistics to a commission, reviewing the Right to Information Act 2009 and Official Secrets Act 1923, and institutionalising public hearing.
The decision came at a high-level meeting held on June 16 at the chief adviser鈥檚 office with principal secretary M Siraj Uddin Mia in chair, according to the CA press wing.
A press release issued on Friday stated that local administrations were instructed to install hygienic toilets at highway fuel stations by July 20, reform managing committees of high schools and intermediate colleges in one month, and facilitate the operation of community clinics through non-governmental organisations.
The government has directed the Information and Communication Technology Division to implement the national data governance interoperability system within two months, make official websites more interactive and transparent, and strengthen digital governance through expanding the e-services, according to the press release.
The June 16 meeting focused on 18 key proposals with the eight identified measures for immediate execution.
The move follows the chief adviser鈥檚 directive to speed up reforms that fall only within the authority of ministries. The reforms requiring constitutional amendment are being discussed by the National Consensus Commission.
Between January 15 and February 5, the interim government-formed six reform commissions proposed several measures for the state reform.
To identify the issues requiring immediate reform, the cabinet division issued a letter to the relevant ministries on May 25, instructing them to proceed with actionable measures.
According to the chief adviser鈥檚 press wing, 121 immediately actionable recommendations from five reform commissions were identified.
Among them, nine were from the Electoral Reform Commission, 38 from the Judicial Reform Commission, 43 from the Anti-Corruption Reform Commission, 13 from the Police Reform Commission and 18 from the Public Administration Reform Commission.
To expedite the eight among 18 reform proposals by the Public Administration Reform Commission, related ministries, divisions and district administration have been asked to form dedicated implementation teams and also assign deadlines.
The cabinet division would supervise the process, said the press release.
