A section of ‘promotion deprived’ lecturers of the Bangladesh Civil Service’s general education cadre on Thursday demanded promotion of qualified candidates by November 12.

They threatened to start work abstention across the country if their demand is not met by the deadline.


Under the banner of BCS General Education Cadre Lecturer Council, lecturers from the education cadres’ 32nd batch to 37th batch started their protest on Thursday in the capital Dhaka, demanding promotion from lecturer to assistant professor.

Their other demands are departmental promotion committee meeting by November 2 for the promotion to assistant professor positions and the issuance of government order by November 12 to promote all eligible lecturers.

On the day, they formed a human chain at the Shikkha Bhaban premises and later in the afternoon held a press conference at the same place.

While reading out a written statement, Sazal Ali, a lecturer appointed from the 34th BCS education cadre, said that more than 500 officers in the BCS health cadre were given supernumerary promotions this week while in the education cadre about 2,500 lecturers from the 32nd to 37th batches were not receiving promotions despite having all eligibilities.

He also said that the education cadre was also affected by different other problems, including position upgradation and creation.

The council members urged the government to issue government order by promoting them as soon as possible.

Sazal also said that if the government failed to set any date for departmental promotion committee meeting by November 2, the council would announce non-stop protest programmes.

If their demands are not met by the deadline, they will be forced to observe stern movement like ‘no promotion no work’, he added.

According to the council, between 2019 and 2015, in BCS education cadre promotions had been given only twice, which created the promotion congestion.
