The governments will fill 4,000 posts of assistant sub-inspector through recruitment and promotion ahead of the national election likely to be held in February.

Inspector general of police Baharul Alam came up with the information while talking to journalists after a meeting with public administration senior secretary Mokhlesur Rahman at the secretariat in Dhaka.


He said that half of the posts would be filled by direct recruitment and the other half through promotions.

‘We came to the public administration ministry regarding this matter. Some amendments to the regulations were required, which will facilitate our recruitment process,’ he said.

Replying to a question whether these recruitments are being made ahead of the upcoming polls, Baharul said, ‘Of course, the chief adviser recently gave approval in principle for the recruitment in several forces. We are now working on implementing those decisions.’

Senior secretary Mokhlesur Rahman also told the journalists that a police delegation had come on the day to discuss major recruitments through amendments to some regulations of the police.

A joint meeting was held to ensure the process to be moved quickly, and if the order could be issued that day, recruitments, including those for ASIs, would proceed soon, he said.

He also said that the finance, law, public administration, and home ministries had collectively created the posts, including those for ASIs.

He mentioned that certain recruitment rules had been amended, and added that the police and Ansar are the first forces to be deployed at election sites.

Mokhlesur said that recruitment and training were underway, with constables and higher-ranking officers, including superintendents of police, overseeing the process.

He said that the efforts had been accelerated to ensure that the force was prepared even before the election schedule was announced.

Responding to a question from journalists about whether the reshuffling of the post of DC is being done through lottery, Mokhlesur said that the posting in civil service, like previous occasions, would not be done through lottery.

He said, ‘DCs are being withdrawn following allegations [against them]. We have a fit list. Some new DC appointments have already been made, and more will follow.’

The DCs who have been promoted to the post of joint secretary will be brought back before the elections, he added.

Issuing a warning, he said that if any officer assigned to election duty showed bias towards an individual or party, he or she would be withdrawn, and administrative actions would be taken against them.

Before the elections, DCs, SPs, and upazila Nirbahi officers will be transferred and there were also discussions on whether these transfers could be carried out through a lottery system.

On July 10, at a meeting with top law-and-order officials at the state guesthouse Jamuna, chief adviser instructed them to take various preparations for the election. The idea of transfers through a lottery system was also discussed at that time.

On August 6, home adviser Md Jahangir Alam Chowdhury also told journalists that SPs and officers-in-charge of different police stations would be transferred through a lottery system ahead of the upcoming national election.
