
Bangladesh interim government law adviser Asif Nazrul on Sunday said that it would take a long time to formulate a new constitution.
He came up with the remarks at a discussion titled ‘Constitutional Reform Proposal and its Possible Method of Implementation’ organised by Citizen Coalition at the auditorium of the International Mother Language Institute in Dhaka.
He said, ‘The National Parliament formulates the constitution. There is also an example that it took between 8 and 9 years in our neighboring countries to formulate a new constitution. So it may take a long time to formulate a new constitution.’
‘So now, will I continue the 1972 constitution? Until the new constitution is formulated, the upcoming parliament will work as director of the constitution. They will make amendments to the 1972 constitution as needed,’ Asif Nazrul said, when the Constituent Assembly works, they would continue to work on the new constitution.
‘I think it may take 2-3 years to do that. Will I accept the 1972 constitution for these 2-3 years? For these 2-3 years, some fundamentals of the parliament such as the power of the prime minister, Article 17, decentralisation of the High Court, independence of the judiciary - these fundamental things will be changed by the National Parliament,’ he said
Regarding the inclusion of the July Charter in the constitution, the law adviser said, a lot of importance has been given to the July Charter.
‘We have assumed that everyone will not agree on many things about the July Charter. It may be that some fundamental things of the July Charter can be kept,’ he said.
