
The public administration reform commission would recommend that the government separate the health and education sectors from the cadre services and merge the remaining cadre services into five clusters.
The commission chief Abdul Muyeed Chowdhury made the statement during a press meet at the Secretariat in the capital Dhaka on Tuesday.
‘We would recommend that health and education cadres should no longer remain under the cadre system. These two cadre services would be changed into separate specialised departments,’ Muyeed said.
He said that the health and education sectors should function as specialised departments and the professionals’ salaries should be increased.
Responding to enquiries, the commission’s member secretary Mokhlesur Rahman, also senior secretary of the public administration ministry, said, ‘Just as the Judicial Service Commission was separated from the Public Service Commission, we will suggest separating the health and education cadres.’
The reform commission would also recommend examination of the cadres before their promotion to the positions of deputy secretary and joint secretary.
The commission chief said that 50 per cent of the promotions to the position of deputy secretary would be reserved for officials from the administration cadre.
Currently, 75 per cent of promotions to the position of deputy secretary are made from the administration cadre and the rest from the other cadres.
Muyeed said, ‘The Public Service Commission will conduct the examination. If someone does not score 70 marks, they will not be promoted.’
The reform commission would also recommend the abolition of police verification for government job recruitment and other processes.
Muyeed said, ‘Police verification is mandatory for recruitment and various other matters. We are recommending that it will no longer be required. It will not exist anywhere.’
Citing England as an example, he added that citizens must receive their passports without police verification.
The reform commission would also recommend transforming Cumilla and Faridpur districts into divisions taking some other districts under the Chattogram and Dhaka divisions, Mokhlesur said.
During the briefing, the other members of the commission were also present.
