At least three cases related to rape and rape attempts have been filed with the local police in the hill districts of Rangamati, Khagrachari and Bandarban in the past two days.

A woman from Chakma community was raped allegedly by two Bengali men in Ramgarh upazila of Khagrachari on August 22 during the flood in the area.

Victim, 50, housewife, filed a case against 6–7 people over the incident, naming three of them.

The accused named are Md Yusuf, 27, Md Rana, 24, Md Faisal, 25, while 3-4 people were unidentified.

According to the case statement, victim has been living with her 15-year-old daughter in her husband’s house in Ramgarh after he died 10 years ago.

On August 22, 6–7 Bengali men were seen coming towards their house at about 10:00pm.

The accused surrounded the house and dragged them into a nearby banana plantation where two men raped the victim, while her daughter managed to flee, the case statement said.

Confirming the matter, superintendent of police in Khagrachari Mukta Dhar told ¶¶Òõ¾«Æ· that the case was filed immediately after the incident.

‘No one has been arrested so far as the district is under water right now. We will arrest the culprits as soon as the situation gets better,’ she said.

In Rangamati town, an eight-year-old was victim of an attempted rape allegedly by a Bengali settler in Banarupa area on Friday.

The accused is Habibur Rahman, 45, a resident of Sunamganj.

He worked as a carpenter in Rangamati.

The survivor’s family filed a case with the Kotwali police after the incident.

According to the case statement, the attempted rape survivor was playing with her friends in the area when Habibur dragged her to a house.

At one point, victim’s friends informed the elders who caught Habibur red-handed.

Additional superintendent of police (Sadar Circle) Saiful Islam told ¶¶Òõ¾«Æ· that the accused was arrested.

‘We already produced him before the court on Saturday,’ he said.

Rights activists have said that the culture of impunity worsened the situation of violence against national minority women and girls in the Chattogram Hill Tracts, home to a number of ethnic groups.

They said that ethnic minority women were vulnerable due to various reasons and their vulnerability aggravated during natural disasters as perpetrators use the emergency situation to attack them.

In Bandarban, residents alleged that Bengali man named Md Faruk, 25, attempted to rape a Tanchaggya woman on Friday night.

The incident occurred at Ghumdhum union of Naikhongchhari upazila.

Residents of the area reportedly handed over Faruk to the police.

Confirming the matter, Naikhongchhari police inspector (investigation) Amzad Hossen told ¶¶Òõ¾«Æ· on Saturday that the incident occurred on Friday afternoon.

Victim, 45, filed a case with the police station in which Faruk was shown arrested, the police official said.

A report by Parbatya Chattogram Jana Samhati Samiti revealed that four incidents of sexual violence against ethnic women and girls by Bengali men were reported in the CHT between January and June in 2024.

Adviser to Chakma Circle chief and rights activist Rani Yan Yan told ¶¶Òõ¾«Æ· that a change should occur in public mindset and perception about women from the minority communities.

‘We could not break the culture of impunity which is why these incidents keep happening,’ she said, adding that the perpetrators already knew that they would be scot free even if they got caught.

Instances of incidents are ample where the police did not want to register the case, and instances where cases were recorded but the accused rapists were not brought to justice, Yan said, adding that most of the times the police suggested the victims to settle the case.

‘Those who were caught red-handed at the time of rape attempt were also granted bail,’ Rani Yan Yan said.

The Parbatya Chattogram Jana Samhati Samiti annual report in 2023 revealed that 12 women and children from ethnic communities were raped, seven were victims of attempted rape, and two women and children faced abduction and trafficking attempts.
